He is the author of Law, Legitimacy and the Rationing of Health Care (Cambridge University Press, 2007) and has written extensively on the relationship between law and priority-setting in health care.
He has a particular interest in the work of the National Institute for Health and Clinical Excellence and submitted evidence to the inquiry into the work of the Institute which was recently conducted by the House of Commons Select Committee on Health.
He was the organiser of an international conference on ‘Directions in Health Law and Policy in Canada and the UK’ in London in July 2008. He has contributed to discussions of priority-setting on BBC Radio 4 and has frequently been approached for advice and assistance in cases involving resource allocation within the National Health Service.
